why u want to run dem in those wen u can run them in custom radio ........u want to listen dem as radio like tone ? .....i don't think u can directly do it..u'll have to edit the config files i guess ...

I think there is a way to do something along these lines... you can convert an mp3 file to the radio sound files and then rename them....it's been a long time since I've played vice city so I don't remember the specifics... I remember converting the game files to mp3...the converter could do the reverse too...
However I don't see the point of it...unless you want to make your own radio sounding broadcasts, since you can play them on the mp3 player option of the radio...

you mean u wnt to play mp3 songs frm ur hdd along with other radio stations?

if yes then copy the mp3 songs in a folder called mp3 u can find it c:\program files\Rockstar\gta\mp3

now while playing the game scroll down all radio stations u wil find mp3 along with other radio stations
i used to play mp3 songs while driving
played some years ago cant remember properly..this is the rough outline

looks like you have got a ripped version of the game
Do u own a pirated copy or an original copy

One way to check if the radio files are ripped-Compress the entire game by using compression software such as winzip,winrar etc.
Then check the file size of the original folder with the zipped file.If the size difference is huge that means that u have a ripped copy.

I had a ripped copy of GTA San Andreas in which when u switch to radio stations u can hear only tuning sound but not the radio.
The original size was =5GB
After compression(Using 7-zip)=526MB.
